The main objectives of YTB
In the spiritual sphere, said the party, all politics must be subordinated to the spiritual development of human personality, upbringing of the younger generation in the spirit of patriotism of the best moral and cultural heritage of the Ukrainian people and humanity. To implement these objectives should be:
bring the legal framework of human development gained in Ukraine in line with higher values of world civilization;
ensure effective implementation of rights and freedoms of every person, equality of men and women;
seek revival and development of national culture and language, culture and languages of national minorities, which should be a major factor in the consolidation of the citizens of Ukraine;
pursue a consistent policy of freedom of conscience, to promote interfaith harmony. Uniting the efforts of state and religions in the fight against drug addiction, AIDS, prostitution, child neglect and other social vices;
defined in the Constitution of Ukraine the role and place of "fourth estate" - the media - as a powerful instrument of human consciousness, to protect their independence, the inalienable right of free speech.
Renaissance spirituality and intellect of the nation, believes the party should become the main argument of Ukraine in the fight for a place in the world.
In the political sphere Party believes that the major social conflict in Ukraine is neprymerenne contradiction between the government, which merged with the shadow capital of the criminal conglomerate, and people brought to the total impoverishment. Illegally zavolodivshy national wealth, concentrating in their hands the financial, administrative resources, media, acting clan-oligarchic regime dismissed the people - the main bearer of sovereignty and the sole source of power in the country - the possibility to defend and protect their interests. Political and financial corporations and usurped state power by all means seek to perpetuate their domination, in order to overcome this conflict, the party considers necessary:
relying on the support of people to unite efforts of all democratic opposition forces to ensure the victory of a candidate from the opposition in the presidential election in Ukraine on 31 October 2004. Hold free, fair and democratic parliamentary elections in 2006 on a pro rata basis without administrative pressure and fraud and to form the People's Parliament, a democratic majority and the government of national confidence;
break the criminal links of power and capital, to eliminate political and economic power-corrupt oligarchic forces to create a system of real democracy, to introduce a fundamentally new personnel policy aimed at changing the administrative elite and moral purification of government and society in general;
carry out political reforms and to amend the Constitution, establishing a clear division of powers, will balance their rights and responsibilities.
The main measure of effectiveness of the government for next five years should be the people to overcome poverty, raising its living standards, especially low income, large families, pensioners and the disabled to the level of neighboring countries in Europe.
establish an effective national control authorities, the parliamentary opposition to a constitutional status of state institutions public oversight of the executive;
carry out administrative reform, legislation to establish an effective system of monitoring corruption, especially in the executive and the judiciary, security forces, in higher education, medicine;
elected governors and introduce a proportional system of elections to regional, district and city councils, while maintaining appropriate representation on the boards of local communities;
ensure the improvement of local government under the European Charter, to develop and implement a state program of small and medium sized cities;
revive the prestige and priority honest work, decent pay according to its labor and intellectual contributions of every citizen, from whom it must depend on income, consumption and measure the size of pensions.
Changing the political system, democratization of power, the introduction of direct democracy - a major policy guidelines, which concentrates on solving efforts "Homeland" in this field.
In the economic sphere, the party has identified its main task - to overcome the contradiction between the interests of public and private capital in the possession of means of production, equitable, rational distribution and redistribution of national wealth and reasonable balance between consumption and accumulation. As new economic priorities of Ukraine's course for the next five years, the party considers necessary:
establish effective control over the use and distribution of national wealth. Conduct an inventory of state property strategic to the beginning of privatization and nationalization of the property which was illegally privatized;
achieve maximum reduction of shadow economy by legalizing the national capital. Eliminate illegal tax breaks oligarchs and broaden the tax base, legislation to block the possibility to evade taxes;
maintain state-owned strategic for national security facilities, implement new efficient model of public ownership and property registration system and taxation of real estate;
overcome budgetary discretion when outside because of government budget remains a multibillion funds to achieve equitable distribution of budgetary funds between the center and the regions;
eliminate the administrative and economic obstacles to the development of small and medium businesses, as part of a landmark show in GDP to 50-60%. Create a state guaranteed its investment program and legal conditions for the accumulation of private capital to open his case. Reduce to an acceptable level of lending rates;
legislation to continue the moratorium on selling agricultural land for 5 years, to define an objective valuation of land, to protect tenants from unscrupulous tyranny of those who leases agricultural land lease;
develop long-term program output from the crisis of agriculture and the revival of the Ukrainian village, to introduce an effective system of public financing and budget subsidizing farmers. Gradually eliminate unfair differences in prices for industrial and agricultural products;
ensure a gradual recovery, growth and international competitiveness of leading industries and enterprises. Pursue the policy of restructuring the national economy towards the establishment of an innovative type of high-tech economy through effective public support of basic and applied science at a level of 1.7% of GDP. |
